On 29 September 2022, the opening session of the Civil Aviation Safety Capacity Building Project "Research on the oretical system of civil aviation supervision with Chinese characteristics" was successfully held online. The meeting was chaired by Zhang Guangfu, Deputy Director of the Legal Affairs Division, Department of Policies and Regulations, CAAC. The experts who participated in the review online were: Director Qi Qianqian of the Law Enforcement Supervision Bureau of the Ministry of Justice, Director Li Ye of the Aviation Safety Office of CAAC, Director Liang Manjie of the Airport Department of CAAC, Director Wang Chunlan of the Xinjiang Administration of Civil Aviation, Professor Wang Wanhua of China University of Political Science and Law, Professor Wu Peng of Renmin University of China and Professor Wang Hao of Southwest Petroleum University.

On behalf of the project team, Guo Zhimin, the project leader and Vice President of the Civil Aviation Ombudsman College, gave a keynote presentation on four aspects: project background, preliminary preparation, research programme and expected outcomes. The experts commented on the project's research framework, research focus, research approach and the form of results. The experts considered the project to be of great practical significance and theoretical value, and affirmed the work already done and the future research plan of the project team. At the same time, the experts pointed out that this project has a large theme and a broad vision, and has both theoretical and applied research attributes. The subject group needs to position the special characteristics of civil aviation regulation in the context of the general system of government regulation in China, grasp the connotation and extension of "Chinese characteristics" from both the general concept and the specific system, focus precisely on the civil aviation regulation system He also focused on the problem-oriented and demand-oriented aspects of the civil aviation regulatory system, and approached the topic from a multidisciplinary perspective, including law, management and economics. Vice President Guo Zhimin expressed his gratitude to the experts for their support and guidance, and said that he would listen fully to the experts' suggestions and further improve the project's thinking, methodology and content framework, with a view to producing a solid and feasible research result.

At the end of the meeting, the Director of the Legal Affairs Division of the Department of Policy and Regulation, Mr. Wang Zui, summarized the opening session. Wang Zui pointed out that this meeting was a new starting point for the project research and believed that the members of the project team would fully listen to experts' opinions on the basis of the previous research and produce high-quality results as soon as possible with the support of various departments and bureaus. The meeting was successfully held and the project research work was officially launched.
