The Institute of Civil Aviation Regulatory Science is a new research team established in the context of civil aviation's promotion of the modernization of the industry's governance system and ability to govern and the construction of intelligent civil aviation, undertaking the core tasks of regulatory theory research and ombudsman training assigned by the CAAC. With the mission of promoting the scientific and internationalization of China's civil aviation regulatory capability, the team integrates theories and methods from disciplines such as law, management, political science, economics, sociology and mathematics to carry out research on civil aviation regulatory theory and technology with Chinese characteristics, and is committed to regulatory theory innovation, regulatory system optimization, regulatory model improvement, soft science pre-research and regulatory technology development for smart regulation. The team now has 24 research members, including 9 senior title staff and 15 staff with postgraduate degrees, and has well-known experts in the fields of civil aviation legislation, industry regulation and safety management in China.

The team has been established for a short period of time, but has quickly formed an innovative and collaborative operating mechanism that integrates industry, academia, research and application. The results of the research on the assessment of the Civil Aviation Ombudsman Qualification Competency Examination, the Civil Aviation Ombudsman Introductory Training Syllabus, the Regulations on the Management of the Civil Aviation Ombudsman Qualification Competency Examination Question Bank and the Civil Aviation Ombudsman Training Quality Assessment Syllabus have been adopted and officially issued by the CAAC. The "Double-eye Supervision" and "Double-eye Supervision" implementation plan, the "Four Elements and Twelve Points" classification method and the framework for analyzing the causes of regulatory problems designed by the research were approved by the competent authorities. The research and design of regulatory data analysis report, regulatory effectiveness evaluation index system and regulatory effectiveness audit scheme were approved by the leadership of CAAC, and the data analysis report is regularly released to the industry. The team has been awarded more than 20 million RMB for various research projects, published more than 10 papers, and has 4 utility model patents and 2 software copyrights. The research team will always bear in mind its responsibilities and missions, and contribute to the construction of a strong civil aviation country and the high-quality development of the industry.
